Lorimor City Council Meeting
Special Session    March 13, 2006
 
            The Lorimor City Council met in special session, Monday, March 13, 2006, at 7:00 P.M. at City Hall with Mayor Kent Forbes presiding.  Council members present:  Davis, Orwan, Schmidt, Tucker, Wright.
            Schmidt moved to approve the agenda.  Second from Davis.  Vote – all ayes.  Motion carried.           
            The public hearing on the proposed Fiscal Year 2007 Budget was opened at 7:07 P.M.  There were no oral or written objections to the proposed budget.  After some discussion, Orwan moved with a second from Wright to close the hearing.  Vote – all ayes.  Motion carried.  Hearing was closed at 7:10 P.M.
Schmidt then moved to approve the Fiscal Year 2007 Budget as published.  Second from Davis.  Vote – all ayes.  Motion carried.
            The summer mowing bids that had been opened at the March 6, 2006, meeting were reviewed.  Tucker moved to accept the low bid of $110 per mowing from Maxwell Lawn Care of Truro, Iowa.  Second from Orwan.  Roll call – vote:  Davis – nay, Orwan – aye, Schmidt – nay, Tucker – aye, Wright – nay.  Mayor announced that the motion did not carry.
            Discussion then entered into the position of public works employee.  The position of public works employee was last advertised and hired as an on-call position.  At the time of hire, there were no set hours or duties given. Orwan moved with a second from Wright to establish the public works position as a part-time position with a 32 hour per week maximum or the maximum number of hours that would meet the budgeted amount of wages. Roll call vote:  Davis – aye, Orwan – aye, Schmidt – aye, Tucker – nay, Wright – aye.  Motion carried. 
            Seales reminded the Council that they were changing the scope of the public works position and that the position opening would have to be advertised.
Orwan moved to authorize the Clerk to advertise the part time public works position in the New Lorimorian.  Applications would be received by April 5th and reviewed.  The Council would take action on the position at a special meeting April 10th.  Wright seconded the motion.  Roll call vote – all ayes.   Motion carried.
            Seales asked the Council to take action on the bids for the summer mowing.  Orwan moved with a second from Davis to reject all bids received.
Roll call vote:  Davis – aye, Orwan – aye, Schmidt – aye, Tucker – nay, Wright – aye.  Motion carried.  The summer mowing will fall into the duties of the public works position.
            After discussion of the need for an increase in the sewer connection fee, Schmidt moved with a second from Wright to increase the sewer connection fee to $250.00.  Vote – all ayes.  Motion carried.  The increased fee would be charged for any new sewer connection that had to be connected at the main or man hole.  The fee would cover related costs of repairing the street after it was torn up for the sewer connection.
            Orwan moved with a second from Davis to compute a natural gas increase and bring the figures to the April 3rd meeting.  Vote – all ayes.  Motion carried.
            Schmidt had offered that a condolence letter to Mrs. David Pugh would be appropriate as David Pugh, Publisher of the Afton Star-Enterprise, was a supporter of Lorimor activities and included Lorimor news in his paper.  Seales read a draft of the letter that she had prepared.  Council agreed that it should be sent.
Davis moved to adjourn.  Second from Schmidt.  Vote – all ayes.   Meeting was adjourned.
