Needed - A policy for appointing and hiring city workers!!!

Protecting the public funding is the top priority of the City Council & Mayor. This goes way beyond the conduct of our current City Council & Mayor. This is a basic need and protection the public should demand from their elected officials. The City Council & Mayor work for the citizens of a community, not the other way around.

A written policy for appointing and hiring public workers should be adopted and implemented by the City Council!

The way the current council is handling appointing and hiring public employees is not acceptable and shouldn't be tolerated by the public!

The mistakes of the past should not be accepted in the Future!

The items listed below are what should be adopted and implemented as soon as the new Council & Mayor are elected!

  1. Manditory Background Check (Written Report of background check should be on record in the City Clerks Office)
  2. Manditory Reference Check (Written Report of Reference check should be on record in the City Clerks Office)
  3. Manditory Declaration Sheet should be filled out and signed by the appointee or applicant (Signed copy of the declaration should be on file in the City Clerk Office for reveiw if requested)

One thing that needs to be recognized and understood is that an appointee is an employee at will and not an elected official. An appointee can be removed from that position for any reason, at any time, by the Council or Mayor.  Appointees have to removed by whomever appointed them.

An elected position to city office can only be removed by a submitted petition from a certain percentage of the voters that voted in the prior election, and then the matter of removal is reviewed in District Court!

These are some of the reasons I am running for City Council and my name is F. Dennis Orwan

Still no appointing or hiring policy!

It is really amazing that the issue of appointing or hiring a city employee hasn't been discussed in any fashion at all. This is a policy that has to be in written form, voted on by the current or future City Council, and implemented before any oversight issues can even be discussed. If the City Council current or future can't even do these basic functions to appoint an individual to handle public funds in any fashion, how could they be able to solve any problems in the past or future that come up. They have a fudiciary responsibility to protect the public funding they are put in charge of. They evedently don't remember their oath of office. I really feel sorry for the public that put them into office. I hope by running and winning a council position that I can change the way this City is being run. Thanks for your vote and support. I will make it count.
